The applicant, Bob DeBlois/232 Realty Associates, proposes to develop 176 units comprised of a mix of single-family units and multi-family units on approximately 27 acres of land as a Comprehensive Permit Application at a Preliminary Plan stage (full engineering details) for the property at AP 32, Lots 149, 150, 151, and 153.
A Comprehensive Permit is a state-authorized application tool in which the applicant must provide a minimum of 25% affordable units in exchange for the ability to seek adjustments and waivers from the Town’s Zoning Code and Subdivision Regulations. Site access is proposed from Tiogue Avenue, Tiffany Road, East Shore Drive, and Minglewood Drive. Public water and sewer access to the development is anticipated.
The ultimate decision-maker for this project is the Coventry Planning Commission. The public hearing process will allow for all interested parties to provide their verbal comments at the meeting, or provide written comments to the email address noted below.

This proposal was reviewed for the first time by the Coventry Technical Review Committee (TRC) on October 14, 2025. As the next step, this proposal will be reviewed by the TRC a second time on November 10, 2025, at 1:30 pm in the Town Council Chambers at 1670 Flat River Road, Coventry, RI 02816. It is anticipated that additional project information relating to traffic will be provided to the Town prior to the November 10th TRC meeting, including a written report by a third-party peer reviewer focused on traffic and transportation issues on behalf of the Town. No votes will be taken at the TRC meeting. The purpose of the TRC is for Town staff to provide their technical comments on the proposal for consideration by the applicant and the Planning Commission. Please note, public comments are NOT taken at any meeting of the TRC.

This proposal will be heard by Planning Commission on November 19, 2025, 6:30 pm, at the Coventry High School at 40 Reservoir Road, Coventry, RI. Additionally, public notices of the meeting date will be mailed to 200’ abutters and the project will be advertised in The Reminder at least 2 weeks prior to the meeting.
