The Town Manager serves as the chief administrative officer of the Town. The Town Manager is responsible for overseeing the day-to-day activities of all departments. Under the direction of the Town Council, the Town Manager prepares the annual budget, conducts policy analysis and makes recommendations on alternatives that will be in the best interest of the community. Additional duties include administering the budget, contracts, labor relations, citizen inquires, and the laws and ordinances of the Town of Coventry, of the State of Rhode Island and of the United States of America. Responsible administration of the Town's resources is predicated on prudent planning, strong internal controls, a service-oriented work force and a sincere commitment to carry out the vision of the community as articulated by the Town Council.
Coventry operates under a Council-Manager form of government. The elected Council hires a professional public administrator to provide the leadership and skills necessary to run a large, taxpayer supported local government. The position of the Manager permits the elected officials greater opportunity to devote energies toward community issues and important policy making responsibilities.
The International City/County Management Association (ICMA) offers this very succinct comment about the value of a professional administrator to a government entity, “Because an educated, trained professional oversees the day-to-day operations, he or she empowers elected officials to provide leadership, develop a vision for the community, determine what services to provide citizens, initiate state legislation and forge new relationships with constituents.”
